Jose Vargas, Human Resources Manager for the City of Las Cruces since 2022, has been promoted to the position of Deputy Director of Human Resources.

Vargas joined the City in 2019 as an HR Analyst and was promoted to Senior HR Analyst in July 2021, serving in that role for a year and a half before becoming HR Manager in December 2022. He has played a pivotal role in various Human Resources programs, including Recruitment and Selection, Learning and Development, Career Development, Payroll and Information Systems Management.

During his tenure, Jose has been instrumental in several significant projects, such as implementing the 48/96 schedule for the Fire Department, implementing a Classification and Compensation study, reimplementing MUNIS Human Capital Management modules, enhancing NEOGOV functionalities, processing Salary and Benefits Projections and redesigning a new appraisal system. He has also been a key team member in the transition of Human Resource functions, integrating Payroll and Learning and Development programs.

Before joining the City, Jose honed his HR skills as an Operations Manager at The Home Depot and as an Executive Team Leader overseeing Human Resources and Operations at Target, amassing a total of nine years of experience. He holds a bachelor’s degree in Business Administration with a focus in Management and Marketing from New Mexico State University. A native New Mexican, Jose enjoys spending time with his family and two dogs when he’s not at work.
