Consolidated Plan/Action Plan

The City of Las Cruces is in the final year of the 2021-2025 Consolidated Plan. Action Plan 2025 is nearing completion now for all activities that are funded by the U.S. Dept. of Housing and Urban Development (HUD).

The new Draft Consolidated Plan for 2026-2030 will be open to the public for comment from Monday, March 9th, 2026 – Thursday, April 9th, 2026. Four Public Hearings will be held for public information and comment. To View the draft document click here. The dates for the public meetings are:

The City’s newly updated Citizen Participation Plan (CPP) was approved by City Council on Monday, Nov 3, 2025.

The new Con Plan will include the First Year Action Plan for Program Year 2026. This part details how the City plans to allocate it’s HUD grant funds from July 1, 2026 – June 30, 2027. The document also includes the recently approved update to the Citizen Participation Plan and the Analysis of Impediments to Fair Housing Choice.
