At its Nov. 17 regular meeting, the Las Cruces City Council discussed and unanimously passed four resolutions and one ordinance. All votes were 6-0, as Councilor Bill Mattiace was absent from the meeting.

City Council approved budget adjustments for the 2026 fiscal year that began July 1. The adjustments include funding for repairs to bathrooms at Mesilla Valley Community of Hope and funding for emergency food services through Casa de Peregrinos emergency food program, El Caldito Soup Kitchen and the City Senior Meals programs, and returning $4 million to the Telshor Fund for a housing project that received funding from another source.

City Council also accepted a grant award to the Las Cruces Police Department in the amount of $72,250 from the New Mexico Crime Victims Reparation Commission. The grant, which includes an $18,063 match from the City of Las Cruces, will pay for the salaries and fringe benefits of two crime victim advocates.

The City’s Capital Improvements Program presented amendments to adjust the funding available for several projects. Amended projects included City Hall security upgrades, improvements to City parks, renovations and improvements to the Amador Hotel, senior centers, Branigan Cultural Center and the East Mesa Public Recreation Complex.

A resolution was approved to adopt an updated fee schedule for the recently amended Animal Ordinance of the Las Cruces Municipal Code. Some fees were set to match Dona Ana County fees, and others were updated to reflect current needs. Before the final vote, the council voted 6-0 to approve amendments to clarify language in the exhibit.

City Council also adopted an ordinance to authorize the issuance and sale of industrial revenue bonds in the amount of $17.6 million to finance a steel pipe processing, enhancement and manufacturing facility to be located in the Las Cruces Innovation and Industrial Park. The company is Endurance Technologies Inc., a Canadian steel manufacturer that services oil and gas industries, and could create 41 jobs in Las Cruces.
