Program Year 2026-2030 Consolidated Plan

The City’s Housing and Neighborhood Services section is continuing the development process for the new Consolidated Plan (Con Plan) which will include the Program Year 2026 Action Plan. The Action Plan details the use of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S. Department of Housing & Urban Development (HUD).

Public meetings to receive comments and public input on the on the 2026 Action Plan/2026-2030 Con Plan will be held soon.

Housing and Neighborhood Services

This section addresses community needs related to affordable housing, public services funding, and public infrastructure improvements intended to improve the lives of low and moderate-income residents and neighborhoods of the community. All Housing and Urban Development (HUD) funded programs comply with the City’s Consolidated Plan.

Programs

  • The Home Rehabilitation program assists low to moderate-income homeowners to bring their homes up to current codes and standards. The Mobile Home Ramp program assists disabled, low-income occupants to get a wheelchair ramp for their mobile home.
  • Fair Housing, it’s not an option, it’s the law! Landlord/Tenant Relations explains the rights and responsibilities for both renters and landlords under the New Mexico Uniform Owner-Residents Relations Act.
  • Affordable Housing is a program that helps implement affordable rental and homeownership projects.
  • The Community Development Block Grant (CDBG) program funds a variety of public service and infrastructure programs.
  • City Health Care Grants provide funding to various non-profit organizations that provide health care services to low and moderate-income individuals.
  • Housing for the Homeless programs funds various programs such as the Shelter Plus Care (housing for disabled homeless persons), Tenant-Based Rental Assistance, and Transitional Housing programs.
